Council leadership told the Executive Committee on Aug. 5 that they plan to hold a council‑as‑a‑whole meeting on Sept. 30 focused on homelessness, including in‑depth staff presentations on the men’s shelter and related partnerships.
The chair said the session would be an informational briefing designed to give alders time to ask questions and to prepare for budget‑period decision making. The format is intended to be hybrid, leadership said, and the chamber has been tentatively booked for a three‑hour block. The chair told members the meeting would be noticed as a public meeting but would not include public comment; it would generally be a discussion opportunity, not Council business with votes.
Leadership said the meeting aims to gather information early enough to inform community engagement and budget choices later this fall. Committee members asked whether quorum rules would apply; legal staff clarified that a council discussion meeting has different quorum expectations and that the meeting is not intended to be a formal vote.
No formal action was taken at the Executive Committee; the Sept. 30 session is a planning item and will be refined by council leadership and staff.
