Sarpy County commissioners approve Novacek Acres rezoning, multiple road and procurement contracts

The Sarpy County Board of Commissioners on Aug. 5 approved a preliminary plat and rezoning for a new seven‑lot subdivision, and voted to award multiple engineering, paving, traffic‑signal and auditing contracts.

Planning and zoning: The board approved Resolution 2025‑207 (rezoning) and Resolution 2025‑208 (preliminary plat) for Novacek Acres, a proposed subdivision of about 79.79 acres southeast of 220 Eighth Street and Rough Road. Applicant CCI Land LLC proposed seven single‑family lots larger than five acres each and three outlots reserved for conservation and stormwater drainage; the proposal conserves roughly 42.6% of the site. Staff noted the subdivision sits within a conservation development overlay and that the applicant will need to demonstrate viable well service for each lot and submit a final drainage study prior to final plat. The board approved the rezoning and preliminary plat on separate motions (each carried 5‑0).

Road and traffic projects: The board approved an agreement with Felsberg, Holt & Ulvig (FHU) to evaluate signal timing and conceptual improvement options at the 130th Street and Giles Road intersections (project C7720‑611). The board also awarded the traffic signal contract for 170th Street at Highway 370 to Omaha Electric Service, Inc., low bidder at $777,388.99 (project C7720‑12). County staff said the engineer’s estimate was roughly $1,049,935 and that the low bid was approximately $275,000 under estimate; signal equipment has a long lead time and construction is likely next summer. Commissioners discussed roundabouts as an alternative in some locations but said NDOT standards and the highway location make a signal necessary here.

Paving and maintenance contracts: Commission action included awarding a sealcoat contract for 130th Street to Gee Asphalt Systems, Inc., low bid $52,188.82 (project C7725‑24), and approving a concrete panel repair contract to T2GC LLC for $308,751 (project C7720‑519). Staff said sealcoating preserves pavement life following the county’s 2023 asphalt overlay; concrete panel repairs are part of an annual program (roughly $500,000 allocated countywide) to address areas identified by the county engineer’s pavement study.

Auditing services: The board awarded the county’s professional audit contract for fiscal year 2026 to Hayes & Associates LLC at $62,100, the low bid. For context, county staff said the previous fiscal year’s audit cost was $109,500.
