Council approves full SDC waiver for Hillcrest Veterans Village; city to reimburse Mid Rogue Foundation from surplus‑property fund

The Grants Pass City Council on Aug. 8 approved an affordable‑housing system development charge (SDC) waiver for Mid Rogue Foundation’s Hillcrest Veterans Village, a 36‑unit project at 948 Northeast Hillcrest Drive that the city said will be affordable to households at 60% or less of area median income.
City staff explained the SDC waiver program was adopted in October 2022 to incentivize new housing affordable at 60% or below of area median income; it allows a 100% waiver of eligible SDCs (water, sewer, transportation, parks and stormwater) for qualifying units. Under the city’s process, the developer pays the SDCs and the city reimburses those fees from proceeds of the sale of city surplus property deposited in the LB6388 fund. Staff reported the LB6388 fund balance as of July 22 at $557,982.17 and said the total SDC amount for the Hillcrest project is $214,172.51.
Amber Nique, who identified herself as the city’s housing and neighborhood specialist, said the project already has site‑plan approval (March 26) and the development permit was issued in June. She told council the program has been used in prior years and explained the backfill mechanism that uses surplus‑property sale proceeds to repay the developer for waived charges.
Councilor Kathleen moved to approve the resolution awarding the affordable‑housing SDC waiver to Mid Rogue Foundation; Rick seconded. The resolution passed on a roll‑call vote with all councilors voting yes.
Under the program the developer will receive reimbursement from LB6388; staff will process the reimbursement after the fees are paid and subject to available fund balance.
