Le Mars council approves voluntary annexation and two infrastructure projects

The Le Mars City Council voted Aug. 5 to accept a voluntary annexation of land south of the current city limits and to approve plans and cost estimates for two infrastructure projects: improvements to O'Toole Park and a PCC pavement replacement on 12th Street (Second Avenue SE to Fourth Avenue). All three items passed on roll-call votes.
Council took up the voluntary annexation first. The annexation covers approximately 37.55 acres owned by Dogwood Properties LLC at the south end of Central Avenue. The council adopted Resolution 25-31 to accept the voluntary annexation.
The council then approved plans, specifications, form of contract and an estimate of cost for the O'Toole Park improvements, which the city described as including playground upgrades, a splash pad, a pavilion and additional parking along Central Avenue. The project schedule shown at the hearing lists the public hearing on Aug. 5, 2025; bid opening on Aug. 26, 2025; award on Sept. 2, 2025; construction start on Oct. 1, 2025; and construction completion on May 11, 2027. The council adopted Resolution 25-32.
Finally, the council adopted Resolution 25-33 approving plans, specifications, form of contract and estimate of cost for the Twelfth Street PCC pavement replacement project (Second Avenue SE to Fourth Avenue). The project is partially funded with Surface Transportation Block Grant (STBG) swap funds and local funds. The hearing materials indicated STBG funds of $432,600 and local road-use tax or TIF funds of $131,743 for a total estimated project cost of $563,343. The Iowa Department of Transportation will handle the letting (bid) process; the hearing listed an Iowa DOT letting date of Oct. 21, 2025 and a council award date of Nov. 18, 2025.
