Bangor City Finance Committee reviewed bids Aug. 4, 2025, for level-2 energy audits of six city-owned buildings and heard staff say Puro Veritas submitted a fully responsive low bid of $29,200.
Staff said the audits — paid largely from the State of Maine Community Resilience Partnership Program grant with a small remainder from the Climate Action Fund — would include energy utilization analysis, air leakage testing and decarbonization assessments for six buildings: the Bangor Innovation Center, the clubhouse and maintenance buildings at the municipal golf course, the central fire station and two facilities identified in the transcript as the James Gowdy and William Cohen buildings. Twelve firms submitted responses and staff refined the pool to three finalists before identifying Puro Veritas as the low, responsive bidder.
Councilor Trumbo questioned why one Portland firm’s lower bid appeared nonresponsive; Courtney O'Donnell, assistant city manager, said that firm’s response did not include all required items. Committee members asked whether the city should seek additional information and whether sufficient grant funds remained; staff said they would return to the next finance committee meeting with more information about bid responsiveness and the remaining grant balance.
No formal authorization or contract award for the audits was made at the meeting; staff described the procurement and offered to come back with requested clarifications.
