The Conway City Council on Aug. 4 voted unanimously to deny an annexation request for Conway Plantation Mobile Home Park, a roughly 110‑acre parcel that contains more than 300 manufactured‑home sites.
Planning staff told council the park was sold in May and that the change in utility account ownership triggered the annexation request. Staff advised against annexation, saying that the park’s approximately 303 manufactured‑home sites would become immediately nonconforming upon annexation because the city does not permit manufactured homes, and that the property’s internal streets do not meet the city’s minimum standards for subdivision roads. Staff also cited limited stormwater infrastructure on that side of the river and that bringing systems up to city standards would likely require major upgrades and strain city operations.
Councilmember Mr. Carpenter moved to deny the annexation and the motion was seconded; the motion carried unanimously. Staff emphasized that if annexation were forced through, earlier conditions would prevent expansion or addition of manufactured‑home pads and that streets and stormwater would pose operational and safety challenges for city services such as fire apparatus and sanitation vehicles.
Outcome and context: Denial keeps the Conway Plantation Mobile Home Park under its current county jurisdiction for the time being. Staff further noted that while county zoning (MHP) permits existing use, the city’s zoning would create immediate nonconforming status for the manufactured homes if annexed.
