Bangor City Finance Committee members approved a staff recommendation Aug. 4, 2025, to authorize a purchase contract with RJ Thomas for bicycle racks totaling $19,146.65 for downtown, waterfront and park locations and each school.
The funds for the racks come in part from a $75,000 grant the city received earlier in 2025 from the State of Maine’s Community Resilience Partnership Program. Staff said $25,000 of the total project would be covered by the Community Action Grant and the remainder by a Downtown TIF set-aside. Shipping costs were included in the vendor price; installation hardware and labor would be performed by Public Works and would incur additional costs to the city.
Staff told the committee that three firms were shortlisted after an initial round of responses and that RJ Thomas offered a reasonable price, a five-year warranty and could deliver within 30 days. A staff member moved approval of that recommendation and a councilor seconded the motion; no objections were recorded in the meeting transcript.
The committee did not authorize installation funding in the action taken; staff will coordinate installation with Public Works and return any necessary budget details to the appropriate committee or meeting if required.
Vendor quotes and warranty details were presented by staff during the meeting. The committee’s action covers the purchase contract for the equipment only, not the labor and hardware costs for on-site installation.
