Board reports: housing authority audit, transit contracts, $2 million federal appropriation for Hanford railroad underpass

Supervisors used the July 29 Kings County Board of Supervisors meeting to report on a range of county matters: the Kings County Housing Authority audit, Kings Area Regional Transit (CART) projects and contracts, vacancies on the Behavioral Health board, upcoming agenda items for Aug. 5, community events, and a federal appropriation for a Hanford railroad underpass project.
A supervisor reported the Kings County Housing Authority accepted an audit and has nearly caught up on delayed audit operations. The Kings Area Regional Transit board recently approved an extension related to the transit center project, amended an enterprise van pool program, discussed a furniture contract with Core Business Interiors for the transit center, and amended staff conditions of employment.
Supervisor remarks noted Kings County Behavioral Health is operating with seven appointed members and three vacancies after a recent reduction in board size to 10; a meeting recently lacked a quorum and was unable to conduct business. The board also received correspondence from Riverdale Joint Unified School District requesting a 2025–26 tax rate and levy for general obligation bonds, and a notice of non‑gaming land acquisition from the U.S. Department of the Interior dated July 24, 2025.
Administration previewed agenda items for the Aug. 5 board meeting including appointments to the Kings County Homeless Collaborative; appointments to the San Joaquin Valley Air Pollution Control District; a broadband consulting agreement; proposals from Child Support Services (an extension of public service hours, release of California Law Enforcement Telecommunications System information, and a resolution proclaiming Child Support Awareness Month); Planning Department items to establish a General Plan Advisory Committee and provide monthly Planning Commission reports; and a Health Department resolution recognizing National Breastfeeding Month.
The board also publicized two community events: a Survivors of Suicide Loss support group on Aug. 6 from 5:30 to 7:30 p.m. at the Kings County building, and Child Support Services’ Summer Kids Day on Aug. 7 from 4 to 7 p.m. at the Bass Plaza offices in Hanford.
In remarks near the end of the meeting, a board member said a county delegation that went to Washington, D.C., secured an appropriation of $2,000,000 for the City of Hanford’s Greenville grade separation railroad-underpass project; the speaker said the appropriation was announced Friday. The speaker characterized the appropriation as a major win for Hanford and said county representatives plan to return to D.C. in September to seek further funding.
The board announced a closed session to discuss existing litigation under Government Code section 54956.9(d)(1). The meeting identified one case by name: Prefab Innovations, Inc. v. Cornerstone Community Alcohol and Other Drug Recovery Systems, Inc., case number 24U0524. The county attorney noted two remaining closed-session items were being pulled from that portion of the meeting.
