Comal County Commissioners Court approved a slate of routine claims, development and budget actions at its July 24 meeting in New Braunfels, including claims totaling $1,310,784.73 and final plat approval for Simmons Valley Phase 2.
The court voted unanimously on each item after motions from individual commissioners and the customary call for hands in favor. The actions included financial approvals, proclamations, personnel reorganizations and several transfers to fund public-safety and capital work.
The court approved claims submitted for the meeting with electronic funds transfers of $189,688.40 and regular claims of $1,121,096.33, for a total of $1,310,784.73. Commissioner Hogg moved to approve the claims, with Commissioner Leacock seconding; the motion carried.
The court adopted two ceremonial proclamations recognizing the Hill Country Human Resource Management Association and designating July 21–27, 2025, as Pretrial, Probation and Parole Supervision Week in Comal County. Both proclamations passed on unanimous voice votes after brief introductions and photo opportunities.
On development permitting, the court approved the final plat for Simmons Valley Phase 2. County staff said the plat includes a north entry providing additional access, requested variances in limited locations to reduce right-of-way width to 50 feet where appropriate, and a 20-foot building setback consistent with Unit 1. Commissioners voted to accept two irrevocable standby letters of credit (listed in the county record) as surety for required road and stormwater work and authorized the county judge to sign the accompanying developer agreement.
Personnel and benefits items approved included: - Approval of voluntary Allstate group accident, group critical illness and group cancer policies effective Oct. 1, 2025 (employee-paid supplemental benefits). - Approval to release Request for Qualifications 2025590 seeking a new Public Health Authority; the purchasing office said the RFQ question deadline is Aug. 8 and the submission deadline is Aug. 19. - A human-resources reorganization effective Aug. 2, 2025, comprising one reclassification and several salary adjustments; staff said no budget amendment was necessary.
Budget and operations approvals included several line-item transfers: a transfer to replace the sheriff’s office sliding gate and add an ADA ramp and sidewalk; a transfer to cover rock excavation for a recycling waterline extension; and transfers within Road & Bridge maintenance to fund the county’s 2025 paving plan. County staff said the Road Department’s plan will allow the county to pave about 60 miles in 2025, the most miles the department has completed in a single year.
The court also approved adjustments to the nonexempt law-enforcement pay scale (see separate article) and other routine items. All motions were seconded and carried by the full court with no recorded individual roll-call tallies in the meeting transcript.
