The infrastructure committee voted to forward a memorandum of understanding with MaineDOT to the full council after staff described a pilot stipend that would provide $2,000 per intersection for signal operation and maintenance.
Jeff Davis explained MaineDOT’s stipend pilot program offers $2,000 per intersection; with 70 city intersections, the pilot would total $140,000. The money is intended to offset costs of operating and maintaining traffic signals in the city but does not fully cover all needs, staff said. Davis advised the stipend “just puts a dent in it” and that communication and signal-communications upgrades remain priorities.
The stipend requires the city to submit a plan to MaineDOT describing how the funds will be used and periodic reporting on expenditures. Engineering staff said they would prepare the required materials and asked the committee to refer the agreement to full council so the city manager could sign the paperwork and return it to MaineDOT.
Committee members motioned and seconded the referral; staff noted the funds will help but may not cover major repairs or corridor-wide upgrades. The matter will go to full council for authorization and any required city-manager signature.
