Public Works said the RFP attracted five bidders with proposals ranging from $53,960 to $137,000. Staff recommended Eocene Environmental Group of West Des Moines as the lowest and most comprehensive bidder.
During the briefing a councillor disclosed that one of the other bidders, DuBois and King, is a tenant of the councillor and asked whether recusal was required. The councillor said, "I don't know if I need to recuse myself. I'm just disclosing that." Committee members voiced no objection to the councillor’s participation.
The committee made a motion to accept the bid and agreed to place the item on Monday’s agenda for formal consideration.
Why it matters: The management plan will guide urban tree management funded in part by a $75,000 grant awarded to the Public Works Forestry Division in August 2024. The choice of consultant will determine the plan’s scope and deliverables.
