The Lake Elmo City Council on Sept. 2 tabled a proposed replacement of the Lions Park playground, which staff estimated could cost up to $317,000 and is currently budgeted at $300,000 in the 2026–2035 capital improvement plan using park dedication funds.
Staff described the playground as having “surpassed its lifespan” and slated for replacement in 2026. The Parks Commission had recommended a specific playground option (option 4) after community polling at National Night Out and commission review; staff said the current CIP includes $300,000 for the replacement and that any additional cost would come from park dedication funds.
Why it matters: Lions Park was among the most-used parks in a recent parks master-plan survey, and the council noted the high usage when considering whether to proceed. Several councilmembers told staff they wanted a broader discussion with the Parks Commission about whether the city should consolidate playground investments, prioritize a single flagship playground, or continue planned replacements across multiple neighborhood parks. Councilmembers cited long-term maintenance burdens and capital costs in questioning whether to replace multiple playgrounds on the prior schedule.
Council action: A motion to table the purchase and installation of the proposed playground was made and adopted by voice vote. Council agreed to revisit the item after a planned workshop with the Parks Commission to discuss consolidation and CIP prioritization.
Ending: Staff said a replacement would be scheduled for 2026 if council later approves it; for now, the item is tabled pending the commission workshop and follow-up discussion on long-term park strategy and consolidation of capital funds.
