WENATCHEE — The Wenatchee City Council voted Monday to approve three routine but consequential items: a five-year interlocal agreement with Chelan County for the Wenatchee Valley Regional Decamp Facility, adoption of an amended franchise ordinance with Public Utility District No. 1 of Chelan County, and consent items that included final acceptance of the Miller Street signal project and an appointment to the Code Enforcement Board.
The consent package was moved by Council Member Hornby and seconded by Council Member Cuevas. The motion approved the agenda, vouchers and minutes from previous meetings, accepted work completed by contractor Midland Electric on the Miller Street Signal Project (City Project Number SW23-10), authorized the mayor to sign the final contract voucher, and approved Resolution No. 2025-37 appointing Geraldine Britton as a voting member of the Code Enforcement Board. The council voted “Aye” on the motion and the mayor declared the motion carried.
The council approved a five-year interlocal agreement with Chelan County for operation and maintenance of the Wenatchee Valley Regional Decamp Facility (DECAMP). Tom Wachholder of Public Works presented the item on behalf of staff, saying the city has partnered with Chelan County and other jurisdictions on stormwater regulation since 2004. The presentation noted that the Washington State Department of Ecology awarded a $1,500,000 grant in 2011 to purchase property and construct the facility. Council Member Harling moved the interlocal agreement and Council Member Navarro Gomez seconded; the motion carried.
Nicole Brockwell, project engineer, asked the council to adopt Ordinance No. 2025-11, amending prior Ordinance No. 2005-03 to revise the franchise granted to Public Utility District No. 1 of Chelan County for utility systems in the public right-of-way. Brockwell said the amendment protects the location of a new pole installed during relocation of a high-voltage transmission line needed for the South End bike–ped access bridges project; the change extends protection at that pole site from 12 years to 40 years. Council Member Atkinson moved adoption and Council Member Cuevas seconded; the council voted to adopt the ordinance and the motion carried.

Staff and project context
City staff told the council the DECAMP facility accepts stormwater waste from catch-basin cleaning and street sweeping, allows material to dewater before landfill disposal and generates some offsetting revenue from outside users (examples cited: East Wenatchee, PUD, WSDOT and the City of Leavenworth). The franchise amendment was coordinated with utility relocations for the South End bridge project and did not change the project schedule, staff said.
The council did not record roll-call tallies beyond members saying “Aye” during each vote; the mayor declared each motion carried.
