Flat Rock council approves appointments, equipment purchases and service contract in voice votes

Appointments and permits - The council approved Ken Ryan’s appointment to the Zoning Board of Appeals (motion: moved and supported; voice vote: aye). - The council approved appointing Jim Nowak as a Brownfield Redevelopment member and accepted that a sitting member (Mr. Barker) would be stepping down from that seat due to scheduling conflicts; staff clarified the Brownfield board seats align with the TIFA/TIFP board membership. - Council approved a request from the schools to hold a homecoming parade on Oct. 17 at 5 p.m.
Public-safety and operations purchases - The council approved expanding its body-camera fleet by four units. The staff memo said the city currently pays $8,572 per year and adding cameras would increase that total to $11,008.84 annually under the Motorola agreement that includes a service/recycling agreement. (Motion moved, supported; voice vote: aye.) - The council approved replacement of the city’s automated external defibrillators (AEDs). Staff identified 10 city AEDs in various locations and, after adding the historic building device, described a total of 11 units to be replaced at a purchase price discussed in the meeting: $18,521.50. The devices were noted as compatible with local fire-department equipment; staff said battery life and patch-shelf-life details were included in the vendor quote. Telecommunications - Council approved switching the city’s legacy hard-wired POTS (plain old telephone service) lines to a new carrier. Staff said the plan would cost $552.65 per month (seven lines in use; the vendor originally quoted eight lines and an additional $2 per line per month for unlimited long distance would be $28 per month). Council asked staff to verify that elevator phone alarms and other critical alarm-forwarding lines (previously configured to ring the police dispatch line) remain functional before the change is finalized.
Procedure and follow-up Most votes were taken by voice with the council responding “aye.” No roll-call tallies with individual yes/no votes were recorded in the meeting minutes. Staff were directed to contact appointees, to verify critical alarm-line behavior before the phone-carrier switch, and to proceed with purchases as approved. Council also instructed Rebecca (city clerk) to notify newly appointed members and to coordinate any needed follow-up communications.
The meeting included other agendas and community announcements (tax deadlines, citywide garage sale, Thanksgiving outreach coordination), but none required formal council action at this session.
