Applicant Jared Hood, owner of South Ridge Properties, said the property — the Harton House — would be renovated to house Access Title and Escrow as the business’s new office location. Planning staff told commissioners the rezoning would allow the owner to complete renovations and use the building commercially while preserving the option to return to residential use later, because C3 allows both commercial and residential uses.
Sam Luthy explained staff’s recommendation and said the packet did not include the future land‑use map, which several commissioners said would be useful context for corridor planning. Commissioners discussed the mix of surrounding zoning (R2, R3, C1) and whether the South Jackson corridor should be planned to a consistent commercial designation; one commissioner said C3 appeared appropriate for the area.
A motion to send a favorable recommendation to the Board of Mayor and Aldermen passed 6–0. The commission did not identify the Harton House as a historic‑register property.
