Planning Commission approves four‑lot final plat for Jean Drive property

The Planning Commission voted 6–0 to approve a final subdivision plat that creates four new lots of record at 683 Jean Drive.

The plat for the Levi Springs/Jean Drive subdivision, proposed by owner Thomas Whitley and represented at the meeting by Mandy Bobo of Northcutt and Associates Land Surveying, was approved after staff said the review confirmed compatibility with the city zoning regulations.

Sam Luthy, planning staff, told commissioners the property sits inside the city’s urban growth boundary but outside city utility service limits, so the city’s review focused on zoning compliance rather than engineering, drainage or utility reviews. “This is a sub minor subdivision creating 4 new lots of record. This is located out in our UGB. So in review of this we just check for compliance with our zoning ordinance,” Luthy said.

Mandy Bobo said owner Thomas Whitley wants the property divided into four residential lots. With no public comments, Mr. Sellers moved to approve the final plat; Mr. Rice seconded. The motion passed 6–0.

The approval authorizes the creation of the four lots but, per staff remarks, does not itself require city public‑works or utility approvals because the site is outside the city limits and utility service areas. Any future permits that require public‑works or utility sign‑offs must follow the city’s standard permitting process.
