County awards repaving bid and approves Oak Hill change orders tied to water-main work and soil stabilization

For the county’s repaving solicitation (VC25-06-01), staff reported E and B Paving submitted the lowest bid at $506,847.30. Commissioner motion to approve the award passed unanimously.
On the Oak Hill Road project, commissioners approved three change orders: • Change Order No. 7 — $1,940 increase for overtime pay to make water-main connections outside normal business hours at the request of Evansville Water and Sewer Utility (EWSU). Staff said EWSU will reimburse the county for that cost per the interlocal agreement. • Change Order No. 9 — $17,181.36 increase to replace originally planned 21-inch pipe with a substantially larger pipe (described in record as a 40–48-inch size) to better accommodate flow; staff said the consultant verbally agreed to cover the local share of the increased cost pending written confirmation. • Change Order No. 10 — $17,003.70 increase for additional cement required to stabilize soil under the pavement after soils analysis showed an inadequate base.
County staff said change orders reflect field conditions: emergency scheduling to connect water service without a multi-day outage, a design revision on the drainage pipe size, and soils requiring stabilization to preserve pavement longevity. For the pipe-size increase, staff noted federal participation in the project (an 80/20 funding split) and that some local share would be covered by the consultant pending formal written agreement.
All three change orders were moved and approved by unanimous vote. Commissioners emphasized the need to ensure project longevity and avoid early pavement failure by approving necessary stabilization work.
