Owasso updates schedule for multiple street, utility and trail projects; public meeting set for Garnett widening

Owasso city staff presented the monthly project status report, giving timelines and near-term public notices for multiple street, utility and parks projects.
Roger Stevens, a city staff member presenting the report, said construction on the Garnett widening between 106th and 116th Street North is expected to start in late August or early September and announced a public meeting at City Hall on Aug. 6 at 6 p.m. to review the improvements and construction schedule.
On the 90th Street project between 119th and 129th East Avenue, Stevens said contractors have made substantial progress and the project is slightly ahead of schedule; staff is coordinating traffic signal equipment installation at 90th Street and 121st East Avenue.
For the 106th Street/North 129th East Avenue intersection improvements, Stevens said utility relocation is ongoing and staff anticipates utility work will be complete by the end of the month, with an anticipated bid opening in October and construction to start in January 2026.
Stevens noted the East 90th Street North and North 145th East Avenue project will require a full intersection closure on Saturday, Aug. 9, from 6 a.m. to 10 a.m., while contractors tie in new lines. Staff said access to nearby businesses will be maintained from the east and social-media posts will notify residents if the work finishes early.
Other updates included progress on the 2025 street rehabilitation milling and overlay, advances at the new public-works and fleet maintenance facilities, a forthcoming groundbreaking for the parks maintenance facility on Aug. 12 at 10 a.m., and ongoing design and environmental work for the conceptual Ranch Creek Trail project; Stevens said a land purchase agreement for the trail may come to council in late August or early September.
Stevens said the 117th force-main replacement is underway on the east side of U.S. 169, requiring some tree removal, and that the East 70th Street North waterline replacement is moving through the railroad-area work and expected to be complete by November.
Councilors asked clarifying questions about lane additions on U.S. 169 and the city's use of HA-5 in street rehabilitation; Stevens said work on U.S. 169 will add one inside lane on each side to create six through lanes and that the HA-5 product is in its third year of use and appears to be holding up well.
No formal council action was required for the presentation; Stevens said staff will bring follow-up items (60% plan sets, land-purchase agreements) to the council as milestones are reached.
