Owasso council approves amendment to add landscape medians to East 106th Street widening project

The Owasso City Council voted to approve an amendment to the engineering agreement for the East 106th Street North widening project, adding landscape medians to the design.
City staff recommended Amendment No. 1 to the design contract with Kimberly Horn and Associates to include landscape medians after the Oklahoma Department of Transportation approved the median concept. Jay Kenton, a city staff member presenting the item, said the original contract approved in January covered roadway widening, drainage improvements and utility relocation but did not include medians.
"ODOT has since approved the landscape median concept, and so we are adding them to our project to comply with the complete street standard," Kenton said.
Staff told the council the original design contract was for $665,900. During the presentation, staff stated Amendment No. 1 would cover the design cost of including landscape medians and gave a dollar figure during remarks; that figure was recorded in the meeting transcript as $61,003,300. The transcript number appears inconsistent with the scale of the original contract and other amounts presented; council documents available at the city clerk's office should be consulted for the finalized amendment amount.
Councilors moved and seconded approval; when polled, Councilor Paul Loving, Councilor Cody Walter and Mayor Alvin Prejean answered "Yes." The motion passed.
Kenton said the project crosses a large section of ODOT right-of-way and ODOT plans to rework the nearby intersection in coming years, so staff waited for ODOT's approval of the median concept before adding it to the city's design.
The design task remains to produce the 60% plan set; staff said that set is expected in September or early October following the amendment.
The council did not receive public comment on the item at the meeting. The amendment was approved by the council at the meeting.
The project scope described by staff includes roadway widening, drainage improvements and utility relocation along East 106th Street North from North 129th East Avenue to North 145th East Avenue; the added medians are intended to meet the city's complete-streets policies.
