County engineer details road and bridge work; commissioners accept change orders and prepare Community Crossing application

Dubois County—s county engineer briefed commissioners on completed roads, bridge repairs and grant opportunities at the Aug. 18 meeting; the board approved two change orders with net decreases and discussed the upcoming Community Crossing matching grant application.
Lehi Ledford, county engineer, reported Old Road 456, 400 South and 50 East were completed and that Calgar planned to pave 400 West and 1200 South in the coming week. Two change orders were presented: 2025-O6 (decrease of $1,093.05) and 2025-O7 (decrease of $1,887.22). The commissioners voted to accept the decreases and signed the change orders.
Ledford updated the board on bridge work: Club Road work is complete and reopened to traffic pending final asphalt; Hickory Grove Road bridge (north of State Road 56) received new steel beams and a reinforced concrete deck and was planned to reopen to traffic Friday afternoon, with final asphalt to be placed later in the season.
The engineer told commissioners the Indiana Department of Transportation (INDOT) has reduced the Community Crossing per-LPA cap from $1,500,000 to $1,000,000 per state fiscal year; he confirmed the county is eligible to apply for the October call and will explore projects that maximize that $1,000,000 allocation and comply with program rules on eligible work.
Ledford also discussed other local highway matters: a possible permanent closure of a short, skewed segment of County Road 250 where sight distance and truck-turning issues exist (between Grant Street and State Road 56). He said INDOT indicated it could include the work in a sidewalk project and cover costs, but staff will solicit public feedback before any closure recommendation. Commissioners asked staff to post the segment to solicit public comment.
The board also agreed to sign a state-required concurrence for the City of Jasper—s 15th Street extension project, a step INDOT/Indiana DNR requested because the project may affect a county floodplain; the county—s concurrence will not delay the city—s permitting but acknowledges the county reviewed the project materials.
Commissioners asked staff to continue outreach with Crossvine Solar and other developers to coordinate road use agreements and minimize impacts from construction traffic.
