The Town of Nolensville Board of Commissioners on Aug. 7, 2025 approved a slate of land‑use, infrastructure and planning measures and authorized several contract awards and professional services agreements. Most votes were unanimous; a contractor award passed with one abstention, and several agenda items were postponed for procedural clarification.
Among the actions the board approved:
- First reading, Ordinance 25‑28: Amend the town zoning map to rezone the property at 2458 Fly Road (Tax Map 057 Parcel 01000) from Municipal Growth Area District 1 (MGA‑1) to Character District Rural (CD‑2). The measure passed on first reading unanimously.
- Resolution 25‑56: Call a public hearing on a proposed annexation by owner consent for the same parcel (2458 Fly Road). Passed unanimously.
- Resolution 25‑57: The formal annexation resolution for 2458 Fly Road was postponed until second reading of the ordinance.
- Ordinance 25‑30 (first reading): Amendments to the town personnel manual. Passed on first reading.
- Resolution 25‑053: Authorize the town manager to proceed with engineering design services and construction for the Sam Donald sidewalk project. Passed unanimously.
- Resolution 25‑061a: Authorize award of a contract to Mac Constructors LLC for ARP storm culvert replacement package 1. Staff explained the project is funded by a $1,000,000 ARP grant from the state with a 35% local match requirement; one lower‑priority project on Old Clovercroft (approx. $159,000) was recommended for removal from the bundle to keep the contract within the grant amount. The board approved the award after staff confirmed the scope change to remain within grant funding.
- Resolution 25‑061b: Authorize award of a contract to Jarrett Builders for ARP storm culvert replacement package 2, covering culverts under Rocky Fork Road near Donlin Maid and under Sunset Trail near Pumpkin Ridge. Commissioner Gill abstained from the vote because the work affected his neighborhood; the motion passed with four votes in favor and one abstention.
- Resolution 25‑062: Authorize the town to participate in the Judy Housley Safety Partners Matching Grant Program (public‑safety grant). Passed unanimously; Vice Mayor disclosed she works for the program’s provider but stated she has no financial interest in the grant.
- Resolution 25‑063: Accept a donation from Mercedes‑Benz of Nashville to create a police bicycle unit. Passed unanimously. Two subsequent police‑related resolutions (25‑064 and 25‑066) were postponed at the police department’s request.
- Resolution 25‑071: Postponed. The item, to issue an invitation to bid for electric service and lighting installation for Beth Lathers Bridge, was postponed after commissioners and staff requested additional clarity on whether utilities should be run underground to conform with town ordinance and to ensure the bid packets are apples‑to‑apples.
- Resolution 25‑072: Authorize issuance of a solicitation for consultant services for retail analysis and recruitment (RFQ). The board approved the RFQ; staff said the resolution only authorizes advertising for proposals and does not commit funds or select a vendor. Commissioners discussed timing relative to sewer capacity and existing relationships with Williamson Inc.
- Resolution 25‑073: Approve a professional services agreement with Architect Workshop for schematic design services for a new police headquarters. The board approved schematic design work; staff and commissioners discussed funding, temporary space needs for the department and sewer availability for the preferred site.
- Resolution 25‑074: Approve a task order with STV to assist with the Tennessee Department of Transportation (TDOT) Strategic Prioritization Process (SPP) application for Nolensville Road widening. The task order covers the Birkett/Burkett Road to Sunset Road segment; commissioners debated whether to submit one long application or break the corridor into smaller segments and discussed match commitments. The board approved the task order to support the application.
- Resolution 25‑075: Appoint members to the Town of Nolensville Title VI advisory committee. Passed unanimously.
Several items will return to the board for more detail or next readings; staff noted some grant reimbursements (e.g., the ARP storm funds) are reimbursed after the town spends and submits receipts to TDEC or the state.
