Hennepin County board assumes interim oversight of Hennepin Healthcare System to stabilize finances

The Hennepin County Board of Commissioners voted 6–1 on Aug. 12, 2025, to remove the corporate board of Hennepin Healthcare System, Inc. (HHS) and assume interim oversight of the system while county staff prepare a transition plan and pursue short-term financial stabilization measures.

County administration presented the board action, saying the intent is to “provide immediate oversight, support, and direction to HHS during this critical period” and to prepare recommendations for any necessary transition plan. Miss Wetland, a county staff presenter, told the board that the action would allow the county to work with HHS leadership “to develop and implement a sustainable financial plan.”

The board took the step after hearing that HHS has experienced operating net losses for multiple years and faces financing pressures from recent federal policy changes and anticipated funding reductions. Commissioners described the move as an emergency measure to prevent a possible closure and preserve the system’s role as a safety-net and trauma center for the region.

“This is us doing our job, our obligation as public servants in an emergency,” Commissioner Connolly said during debate. Several commissioners emphasized that the move is intended to be temporary and to buy time for a transition team and consultants to produce a financial recovery plan. “We are not gonna let this hospital fail,” Commissioner Lundy said.
