Council approves 2025–2029 collective bargaining agreement for Richland Police commanders

The Richland City Council on Aug. 19 adopted a five-year collective bargaining agreement with the Richland Police Command Association (RPCA) covering Jan. 1, 2025, through Dec. 31, 2029.
Marty Pilcher, speaking for the police department, said the RPCA represents four employees in the commander and lieutenant classifications. He told council a tentative agreement was reached July 15 and the RPCA membership ratified the contract on Aug. 11. "This resolution is presented to council for approval of the RPCA collective bargaining agreement," Pilcher said.
Key terms in the agreement include a 6.2% base wage increase for 2025, split as 3.4% for cost-of-living adjustment and 2.8% for market adjustments. For 2026 through 2029, base wage increases will follow the same percentage adjustments as provided in the Richland Police Guild collective bargaining agreement for police sergeants, Pilcher said. The contract adds wage differential language to the market-based wage structure and updates certain provisions to reflect current organizational practices.
Council deliberation was brief. The public hearing that preceded the vote recorded no public speakers on the matter. Councilmember Jones moved to adopt Resolution No. 2025-112; the motion carried on a unanimous voice vote.
What this means: The resolution authorizes the city to implement the negotiated wage adjustments and contract language changes for the four RPCA-represented positions and amends the city’s compensation structure for those classifications as described in the agreement.
