Castle Rock to operate and maintain nearby county signal under IGA with Douglas County

Castle Rock Town Council on Aug. 19 unanimously approved an intergovernmental agreement (IGA) with Douglas County that will have the town operate and maintain a county‑owned traffic signal at the Crowfoot Valley Road/McCanta Boulevard area.
Staff said Douglas County is building a temporary span‑wire signal at McCanta Boulevard roughly 900 feet from the town’s future Sapphire Point signal; because the two signals sit so close, coordinated operation and streamlined maintenance will benefit corridor safety and traffic flow. Under the IGA, the signal will remain owned by Douglas County; Castle Rock will perform routine operations and maintenance, pay electricity costs and invoice the county for the town’s annual operations and maintenance costs. The county will remain responsible for major repairs and replacement (for example, pole damage or cabinet replacement).
The agreement provides an initial reimbursement of $320 per month (about $3,840 per year), with annual adjustments for inflation; staff noted average town costs for similar signals currently average about $300 a month.
Town Manager David and Public Works staff described the IGA as a routine cooperative arrangement between jurisdictions. The measure passed unanimously.
