Saline County commissioners approve several routine purchases, grants and contracts; oversize-load policy tabled

Saline County commissioners on Aug. 19 approved a series of routine purchases, grant acceptances and service agreements and voted to table a proposed county policy on oversize and overweight loads.

The board approved requests for action to buy a used fire truck for Rural Fire District No. 3, accept a grant from the Gary Sinise Foundation for equipment, transfer deed-technology funds to pay for GIS aerial flights, accept a single bid for a magnesium chloride containment structure, and authorize an on-call professional survey services agreement. The board also approved a revision to the county’s property victim compensation board bylaws. A separate resolution to adopt a new oversize/overweight load permit policy was tabled for revision and returned to staff for changes requested by commissioners and public commenters.

Why it matters: The approvals fund emergency equipment, maintain regulatory compliance for road and bridge operations, and temporarily fill a technical staffing gap for county infrastructure projects. Tabling the oversize/overweight policy delays a change that would set permit fees and enforcement procedures affecting haulers and agricultural equipment operators.

- Used truck purchase (RFA 2025-122): Approved. Rural Fire District No. 3 requested purchase of a used 1995 Freightliner pumper-tanker for the Bavaria station at a purchase price of $68,000. Scott Abk*ert (rural fire district No. 3 chief) presented the request and described the older unit’s age and maintenance concerns.

- Gary Sinise Foundation grant acceptance (RFA 2025-113): Approved. The board accepted a $45,000 grant to purchase hydraulic rescue tools, four sets of bunker gear and three used portable radios; the grant requires no local match. Chief Scott Abk*ert credited Tyler Castillo with grant-writing assistance.

- Property Crime Compensation Board bylaw revisions (RFA 2025-107): Approved. County Attorney John Reynolds asked that membership requirements be modified to allow board meetings to proceed without a county attorney or staff attorney on the board, citing time constraints on the attorney’s office.

- Transfer to fund GIS aerial flights (RFA 2025-118 / resolution): Approved. Registered Deeds Michelle Newell requested transfers of up to $50,000 per year for 2026–2028 from the registered deeds technology fund to the land records technology fund to pay for Eagle flights (aerial mapping) and GIS updates used across multiple county departments.

- Oversize and overweight load permit policy (Resolution 25-2433 / Policy 2025-101): Tabled. Justin Mader, county engineer, presented a draft policy consolidating building-move permits with new requirements for oversize/overweight nonbuilding loads, a $40 permit fee (statutory maximum), insurance and traffic-control requirements, and proposed code updates. Commissioners and members of the public raised questions about agricultural-equipment exemptions, single-trip versus annual permits, notification and enforcement. The board voted to table the item so staff can add ag exemptions and consider an annual-permit option.

- Magnesium chloride containment structure bid award (RFA 2025-116): Approved. Road and Bridge sought a reinforced concrete secondary containment structure to house two 3,000-gallon replacement magnesium-chloride tanks to comply with Kansas Department of Health and Environment (KDHE) containment requirements. Reece Construction was the sole bidder; staff recommended accepting Reece’s bid of $46,396.41 and funding the work from the capital improvement program.

- On-call professional survey services agreement (RFA 2025-123): Approved. Justin Mader explained the county has not been able to fill a licensed county surveyor position; Schwab Eton (proposal name in record) was selected after a competitive RFP process to provide on-call survey and section-corner work on an hourly basis. The county will charge most costs to active road and bridge project funds and use unspent salary funds from the vacant positions to offset work.
