Councilors removed the item from the consent agenda for discussion and focused on two potentially conflicting answers in the draft management plan about whether alcoholic beverages purchased at one participating location can be carried into another business in the social district. Staff advised the council that drinks purchased at an alcohol-serving participating business cannot be brought into another alcohol-serving establishment, but may be carried into participating retail merchants (for example, stores that opt in) if the merchant allows it and displays a window cling indicating participation.
Council members asked staff to explicitly define “alcohol-serving establishments” in the document and to clean up the Q&A wording so the two answers are not read as contradictory. The council approved the social-district management plan “with the adjustments we have discussed,” and staff said they would update the language to make clear that drinks may not enter other alcohol-serving establishments but may be brought into non-serving, participating businesses if those businesses opt in and display an indicator.
