Council suspends Snyderville Basin open space advisory committee until further funding

The Summit County Council voted on Aug. 13 to suspend functions of the Snyderville Basin Open Space Advisory Committee (BOSAC) until additional funding is available.
Rachel Berard and Jess Kirby of the county Lands and Natural Resources department briefed the council, saying the Snyderville Basin has no remaining bond funds in the open space pot since 2022. “We are intending to request to suspend BOSAC's functions until further funding is secured,” Rachel Berard said, explaining the suspension is intended as a temporary cleanup measure to avoid onboarding volunteers and maintaining a board with no work to do.
Under the plan, the suspension will terminate the existing board members’ service; county staff said bylaws and committee structure would remain intact so the board can be reconstituted if funding returns. “The suspension will terminate all of the existing board members,” a staff member told the council, adding that if the committee is reinstated the county would recruit a new board.
Councilmember Megan moved to approve suspending BOSAC functions until further notice as outlined in the packet; Roger seconded. The council voiced approval and the motion carried.
County staff said they had reached out to Snyderville Basin authorities and confirmed no near‑term bond is planned. The suspension preserves the open‑space criteria and the option to restore the advisory function if a future bond or funding mechanism becomes available.
