LOS ANGELES — The Los Angeles City Council voted on Aug. 12, 2025 to approve a large group of consent items, to adopt an amended version of agenda item 70 and to authorize a series of legal settlements read during closed session.
The council adopted dozens of routine and noncontroversial matters by voice vote with 14 members recorded in favor. The actions included a multi-item consent vote covering a long list of agenda items on the day's docket and separate adoption of items that required public hearing earlier in the meeting. A substitute motion to change the fiscal year referenced in item 70 to fiscal year 2025-26 also passed 14-0.
Why it matters: The votes moved a wide range of administrative and regulatory items forward and cleared multiple agenda positions for implementation or further administrative processing. The closed-session settlement approvals, which the council read aloud during open session, included recommended payout caps for individual cases.
Key details
- Consent approvals: The council opened and approved the consent calendar items announced at the start of the meeting, with 14 affirmative votes. The clerk read multiple item ranges presented for vote; the council then opened the vote and recorded 14 ayes.
- Items continued or held: The council approved continuances and holds on several items: - Item 26 was continued for 30 days to Sept. 10, 2025 (no protest). - Items 33 and 34 were continued to Sept. 9, 2025 at the request of the sponsor. - Item 13 was continued for six months, to Feb. 10, 2026. - Item 5 and Item 17 were also placed on continuance lists for Sept. 10, 2025 (requests noted during the meeting). - Items 6 and 9 were called to be received and filed. - Items 15, 18 and 20 were noted as received and filed after payment of assessed charges. - Items 25 and 32 were moved to receive-and-expedite status.
- Budget/committee referrals: Councilmembers asked the Budget and Finance Committee to take up item 45 for further consideration; the committee referral request was recorded on the dais.
- Substitute motion on item 70: Councilmember Nazarian moved — and the council approved — an amendment replacing the year language in item 70 so it referred to fiscal year 2025-26. The amended item passed by a 14-0 vote.
- Closed-session settlement authorizations (items 76–84): The City Attorney's recommendations were read into the record and approved by the council. The amounts read aloud (as stated during the meeting) were: up to $135,000 (item 76, Paul Fresnard v. City of Los Angeles); up to $250,000 (item 77, Mitra v. City of Los Angeles); up to $275,000 (item 78, identified in the record as Carmen [transcript spelling "Carmen, colapso"] v. City of Los Angeles); up to $280,000 (item 79, identified as Georgia Luthly v. City of Los Angeles); up to $300,000 (item 80, identified as Lida Leonor in Calada v. City of Los Angeles); up to $400,000 (item 81, Denisse Hoffman v. City of Los Angeles); up to $700,000 (item 82, Raumak Cynthia Ramani v. City of Los Angeles); up to $3,000,000 (item 83, Anthony Non v. City of Los Angeles); and up to $700 (item 84, City of Los Angeles v. College Construction Incorporated). Each of those items was presented and adopted by a recorded 14-0 vote when the council opened the vote on the closed-session recommendations.
What the council said: Council members moved through the day's agenda by calling special requests, voting to receive and file certain matters and continuing others at members' requests. Council remarks on specific development conditions were made during the discussion and are reflected in the minutes.
Next steps: Continued items will return on the dates stated by motion or per council rules. Departments responsible for the adopted consent items and for implementing any settlement authorizations were instructed to proceed under the terms approved by vote.
Ending: The meeting concluded after the final motions were presented and referred as appropriate; the clerk recorded the final votes and the council adjourned the session.
