Staff said a more modest first phase focused on core amenities (playground, amphitheater, multipurpose fields and basic site infrastructure) could be delivered for roughly $30 million.
Parks staff emphasized they had completed a high‑level schematic (about 15% level) to coordinate with the high school design and had not yet conducted community outreach for a final plan. Staff recommended phasing development and said the base phase would provide the amenities most likely to see immediate use and enable large community events; additional phases could include a children’s museum or ice ribbon depending on funding and community input.
Councilmembers asked about phasing and the potential to host farmer’s markets, noted water‑saving measures for turf, and requested that staff return with a refined scope when funding is available. Staff said they would pursue potential funding sources and recommended advancing the base phase if council wants a near‑term project.
