Cumberland County to submit draft 2025–2029 consolidated plan and 2025 annual action plan to HUD

The Cumberland County Board of Commissioners voted unanimously Aug. 11 to submit the draft 2025–2029 consolidated plan and the 2025 annual action plan to the U.S. Department of Housing and Urban Development, formalizing priorities and funding allocations for community development, housing and homelessness programs.
Cumberland County commissioners voted unanimously Aug. 11 to send the draft 2025–2029 consolidated plan and the 2025 annual action plan to the U.S. Department of Housing and Urban Development (HUD).
The consolidated plan sets five-year priorities and the annual action plan lists specific projects and budget allocations for the program year. Ty Veil, chief of staff and interim community development director, told the board the documents are required by HUD and outline the county’s use of entitlement grants including Community Development Block Grant (CDBG) and HOME funds.
The county’s stated priorities in the draft consolidated plan are: housing, homelessness, special needs, community development (public facilities and infrastructure) and economic development. Veil said the county’s “expected funding allocation for program year 2025 for CDBG is $2,357,085.90,” and that the HOME-related allocation “was presented” during the briefing and includes HOME-ARP funds. He said the annual action plan is essentially “one-fifth of the consolidated plan” and enumerates the projects the county plans to carry out in the coming program year.
Veil described the planning process, noting an RFP issued in October 2024 to secure consultant services, a community survey that returned 363 completed responses, town-hall engagements across eight participating municipalities and consultation with partner agencies. He said HUD requires a public hearing during the comment period; the hearing was held at this meeting and no members of the public signed up to speak.
The draft lists specific program targets and near-term project estimates: a goal of completing 22 housing-rehabilitation projects; anticipated project totals for CDBG and HOME combining allocations, program income and carryforward; and line items for program categories such as housing rehabilitation, affordable housing projects, housing project delivery, public services, homeless services and public facilities. Veil also summarized grant totals, program income and an estimated general fund and other sources total. He told commissioners the CAPER (the annual performance evaluation) will be submitted by the statutory deadline and that staff will return to the board with the CAPER and will host additional town-hall meetings.
Commissioner Tyson asked whether the county conducts a five-year KPI evaluation for the consolidated-plan period in addition to annual reviews. Veil said the county typically measures progress annually but agreed it would be a “great suggestion” to add an intentional five-year consolidated-plan KPI for the 2020–2024 performance period.
Vice Chairwoman Jones moved to approve submission of the draft consolidated plan and the 2025 annual action plan to HUD. The motion was seconded and passed unanimously.
The county will publish the submitted drafts for public comment as required by HUD, complete the CAPER by the program-year deadline, and continue town-hall outreach across participating municipalities in the coming weeks.
