Ivins Parks staff report strong public support for skate‑park lights; city may amend impact fee rules for Fitness Way Park

Parks and Recreation staff told the Ivins City Council on Aug. 7 that an online survey showed majority support for installing lights at the city skate park, and that design work provided by a lighting vendor is International Dark‑Sky compliant.
Recreation director said 233 people responded within a week: roughly 47% of respondents use the skate park and 61% supported adding lights; 7% said they were unsure and many comments tied support to conditions such as limiting hours, shielding fixtures and meeting Dark‑Sky standards. The staff presentation noted the vendor (Musco Lighting) proposed fixtures with shielding and optics designed to limit spill light.
On funding, staff said the skate‑park lights would be paid from wrap‑tax funds earmarked for parks and recreation — roughly half from parks wrap‑tax and half from recreation wrap‑tax — and would not be subsidized by the city's general operating fund.
Separately, Parks staff described a requested amendment to the city's impact‑fee schedule to treat Fitness Way Park as a 100% impact‑fee‑eligible acquisition rather than the current 50% allowance in the May 2023 study. The consultant estimated updating the study table portion as an amendment would cost about $8,000 (the earlier full new study estimate had been $30,000–$35,000). Staff said the change would allow the city to apply its existing park impact‑fee balance toward purchasing Fitness Way Park land if a willing seller is available.
