Huber Heights to petition Miami County to conform boundaries with Bethel Township; annexation agreement drafts under review

Huber Heights staff presented a draft petition to Miami County seeking conformance of boundaries with Bethel Township and a draft annexation agreement primarily concerning two properties associated with Carriage Trails. Staff said Bethel Township asked the city to pursue conformance and the draft removes a previously discussed long‑term moratorium and focuses on two annexations: approximately 300 acres (Carriage Trails 1) and a pending 7‑acre site tied to traffic signal improvements at Brant Pike and Carriage Trails Parkway.

As presented, the conformance request would also ask Bethel Township to remove a TIF overlay over Carriage Trails 2 and to consider giving Huber Heights a right of first refusal to bid to provide fire and EMS services should Bethel Township consider contracting those services to another jurisdiction or fire district in the future. Staff emphasized this draft is in response to Bethel's request and is intended to preserve current voting alignments (for example, school district voting) and clarify which issues remain within township jurisdiction.

Council clarified that Bethel Township requested the conformance and that the city is responding; staff said the matter will likely be split into two pieces of legislation for Monday to complete the process. Council had no objections to moving the items forward for the regular meeting.
