Council moves forward with electric aggregation plan; pricing to be induced after adoption

Huber Heights staff presented a model Plan of Operation and Governance for a municipal electric aggregation program Monday, describing it as consistent with other communities participating in the same purchasing coalition (SOPEC). Staff asked council to adopt the ordinance so pricing can be induced immediately afterward.

Planning staff said the plan follows language used by peer communities; staff requested that council waive the second reading so the city can induce pricing on Aug. 12 or 13. Aaron told council the aggregation price would likely be lower than the standard service offer and that no opt‑out fees would apply; residents who choose to opt out may shop for alternate rates. He said staff is likely to recommend nine‑month price lock‑in periods to align with other communities and that the program will consider hedging strategies to lower pricing risk.

Council member Kate suggested an informational session (for example, a “coffee with the mayor” session) comparing bills and educating residents on how to lower electricity costs; staff said pricing information will be available “by the end of next week.” Council had no objections to moving the item to Monday for final adoption.
