The Midland ISD Board of Trustees on July 29 authorized the superintendent to obligate the district under Chapter 49 (recapture) and approved the district’s agreement to purchase attendance credits for the 2025–26 fiscal year.
Chief financial staff and Mr. Durham explained that wealthy districts must submit intent and options for how to satisfy recapture obligations to TEA. The district’s anticipated recapture obligation for 2025–26 was presented at approximately $64,800,000; administration said the figure is subject to change pending final maximum compression rate and a proposed homestead exemption on the November ballot. Administration also said the district has paid roughly $1 billion in recapture since 2013–14.
The board voted to delegate Chapter 49 authority to the superintendent and to approve the attendance-credit purchase agreement required for TEA submission. The motion passed unanimously. Administration said it will submit the district’s Chapter 49 intent by the required deadlines and finalize contract details for TEA’s electronic system in January.
