Lynch noted the item had been under discussion for several years and credited her predecessor and staff for earlier work on the topic.
Council discussion was supportive and several members asked to be added as co-patrons. No members of the public registered to speak against the ordinance during the public hearing. The ordinance passed on a recorded roll-call vote with all members present voting in favor.
