Presenters said the policies were drafted with input from the organization’s PEO (Thrive), reviewed by legal counsel in the mayor’s office, and vetted by the personnel committee and senior leadership. The staff noted the documents are intended to be living documents that can be updated.
Trustees asked whether the gift policy applied to trustees as well as staff. Staff said the supplemental policies apply to staff (the “staff handbook”), and that a separate city policy and disclosure form govern conflicts and gift reporting for board members and city appointees. Trustees asked staff to consider adding a cross-reference in the handbook to the city’s form and statutory requirements for board-level disclosures.
A motion to approve the supplemental policies carried on a roll call vote. Staff said the roll-out plan includes sending the approved policies to Thrive for final review and having staff sign acknowledgements.
