EDA outlines Urban Land Institute TAP dates, panelists and stakeholder outreach

The EDA received an update that the Urban Land Institute technical assistance panel (TAP) is scheduled Oct. 22–24, with panelists from Perkins and Will and North Oaks Company already assigned, and staff seeking additional panelists and stakeholder invitations including Oakdale, county staff and business brokers.
Lake Elmo staff updated the Economic Development Authority on planning for an Urban Land Institute (ULI) technical assistance panel (TAP) scheduled for three days, Oct. 22–24.
Staff said panelists assigned so far include John Slack of Perkins and Will, described as an urban designer and principal, and a developer from North Oaks Company whose name was referenced as Hugh. Staff said ULI’s Meg Flanagan will coordinate the process and that one more panelist with business subsidy experience is being sought.
EDA members suggested inviting a range of stakeholders for the TAP process, including Oakdale representatives, Washington County staff (Bethany was mentioned), regional chambers, local brokers, and neighborhood representatives east of the site who have previously raised concerns about light and other impacts. Staff said the TAP will host group stakeholder meetings and that staff will share the stakeholder schedule once it is finalized; staff estimated stakeholder outreach would begin in early September.
Other questions discussed included sewer capacity and site-readiness constraints: staff said sewer does not run under the railroad tracks and that the parcel south of the tracks is more development-ready than the northern parcel. The TAP is intended to surface infrastructure needs, business subsidy options, and strategies to prepare the site for development.
No formal EDA action was taken; staff said they will finalize panelists and circulate the stakeholder schedule to EDA members.
