Routt County awards $320,073 guardrail replacement contract, staff say work focused on end treatments and damaged sections

County procurement staff said the county issued an invitation for bids and received a single responsive proposal (from a bidder the county had used before). The project was budgeted at $350,000; the recommended award is within the budgeted amount. "This was budgeted at 350,000, so we're in really good shape there," the procurement presentation said.
County road‑maintenance staff described the scope as ongoing safety work focused on end treatments (the engineered ends of guardrail) and sections that have been flattened or damaged by plowing and vehicle strikes. Staff said much of the county's guardrail is old, sunken and below the current 31‑inch standard and that the county is "chipping away" at about seven miles of guardrail as funding allows.
Commissioners asked how the county prioritizes guardrail installation. Staff responded that requests to expand guardrail are frequent but that adding new guardrail in some locations can be less safe or technically impractical and that the department prioritizes replacement of existing, damaged or non‑compliant installations unless a specific location presents a clear safety need.
The board approved a motion to award IFB 858 (guardrails 2025) to Ideal Fencing Corp., LLC in the amount not to exceed $320,073.18. The contract will be reviewed by the county attorney and requires the contractor to secure bonds and insurance before final signature and notice to proceed.
Board members also discussed the county’s practice of seeking restitution when guardrails are damaged in accidents; staff said the county pursues recovery from responsible parties through standard channels when possible.
Next steps: procurement will issue the notice of award, the contractor will secure required bonds and insurance, and county staff will return for final signature on the contract once conditions are met.
