Council approves additional appropriation ordinance to move accumulated nuisance and airport funds into spending lines

The Madison City Council approved Additional Appropriation Ordinance 2025-14 during the Aug. 19 meeting after a public hearing and a motion to suspend the rules and advance to a second reading.
Clerk-treasurer staff explained the ordinance allows the city to transfer money that had been held in fund balance into appropriation lines so it can be expended. The presentation said one item in the ordinance is an $18,000 transfer from a nuisance abatement revenue account (fund 2501-503) that reflects revenue carried over from previous years; that amount is being placed into an appropriation line for spending. The clerk-treasurer also described transfers related to the airport: funds from the Rotary Fund and fuel sales would move into the aviation miscellaneous fund to cover facility upgrades.
The council recessed for a public hearing on the ordinance; no members of the public spoke and the hearing was closed. Council discussion included staff noting the appropriations were projected to carry through the remainder of the year and that the transfers require processing with the state Department of Local Government Finance (DLGF) so the agency has visibility on fund sources.
A motion to suspend the rules and advance the ordinance to second reading passed by voice vote and the council then approved the ordinance by roll call (Patrick Tevinoff, Carla Krebs, Lucy Dutillo, Jess (Josh) Schafer, Joel Storm and Jim Bartlett voted Yes; Josh Wilbur was absent).
The ordinance will next be processed with DLGF as required by state procedures. No amendments to the appropriation amounts were made at the meeting.
