Mobile County Commission approves slate of contracts, bids and appropriations including Bayfront Park boardwalk and Camellia Square HOME agreement

The Mobile County Commission on a routine vote approved a package of contracts, bid awards, contract amendments and appropriations covering parks, roadwork, wastewater, public safety equipment and local education grants.

The most prominent approvals included awarding the Bayfront Park boardwalk contract to Blade Construction for $1,023,973 and authorizing a HOME agreement of up to $1,500,000 to support construction of a 56-unit senior housing development called Camellia Square in conjunction with the Alabama Housing Finance Authority. The commission also awarded a low bid of $2,528,753 to Persons Services Corporation for an effluent force main extension (Biopatry Wastewater Treatment Facility, phase 1) and approved a $2,528,753 contract authorization for that project.

Other contract actions approved at the meeting included: change orders and contract decreases for security and roofing work (Vision Security Technologies camera-system change order decreased by $21,278.78 to a new total of $465,178.90; Acme Roofing change order decreased the John Archer Agricultural Center and 8 Mile Shopping Center roofing contract by $50,000 to a new total of $441,000); award of a $214,751 contract to Persons Service Corporation for parking-lot lighting at the 8 Mile Shopping Center; approval of a $3,395,983.36 final contract amount after a $55,666.64 decrease for the Northwest at Summa Water and Sewer project; and a $54,282 contract item for renovations to the probate judge’s office and library (construction engineering/inspection services referenced).

The commission moved forward on multiple professional-services and equipment renewals under state contracts, including Unity Fiber cabling and network equipment for $31,056.19, renewal of firewall support with COM Services for $40,715.15, renewal of the PowerPlus (Leads Online) investigation-system maintenance for $15,561 for the sheriff’s office, and a $320 annual termite agreement with Knox Pest Control for the Government Plaza Annex building.

The county also approved several transportation and drainage items: award to Ozark Striving for safety improvements to Schillinger Road and Chilinder Road for $286,438.51 (a Rebuild Alabama GRAMM project); authorization to advertise bids for multiple paving projects (Andrew Road, Henry Andrew Road, Frank Taylor Road, Cedar Creek Baptist Church Road); acquisition and acceptance of rights-of-way for identified projects; and multiple nonreimbursable utility-relocation agreements with Spire Gulf and Alabama Power tied to specific drainage/paving projects (no cost to the county).

Appropriations from district education funds included $3,500 to Satsuma City Schools Board of Education (student bridal retreat), $3,500 to Trinity Gardens Community Civic Club (Share Thanksgiving project), $5,000 to the city of Citronelle for Rosa A. Lott Middle School football uniforms, and $16,200 to the Mobile County Board of School Commissioners for pea gravel at Caslin Elementary School.

The meeting record shows approvals for park- and waterfront-related professional services: amendments with Moffett & Nichol for ADA access design services at Cedar Point Pier, an amendment for the Dolphin Island Causeway shoreline-restoration engineering/design, and a contract-amendment number 5 for construction engineering/inspection services on the Bayou La Batre City Docks redevelopment project.

Several plat, easement and subdivision items were approved (multiple proposed plats and final plats listed), plus authorization to accept right-of-way deeds and easements and to advertise and receive bids for multiple road projects. The meeting included a reappointment: commissioners approved the reappointment of Commissioner Connie Hudson to serve as Mobile County's 2025–26 District 12 representative on the board of directors of the Association of County Commissions of Alabama.
