Planning commission recommends rezoning to allow pari‑mutuel wagering at Derby Club on Coffeen Avenue

On Aug. 25, 2025, the Sheridan City Planning Commission voted to recommend that City Council approve Ordinance 22‑96, a rezoning request to allow pari‑mutuel wagering at the Derby Club, located at 1140 Coffeen Avenue.

Kelly Schroeder, city planner, told the commission the 1.78‑acre parcel is currently zoned B‑1 (business) and that the applicant requested M‑1 (industrial) zoning to permit pari‑mutuel wagering, which is not allowed in B‑1. Schroeder said adjacent parcels and much of Coffeen Avenue are already zoned M‑1 and that the rezoning would align the parcel with the city’s future land use map, which designates the area for commercial use. She also said staff amended the M‑1 district earlier in the spring to require special exemptions for heavy industrial uses and that the rezoning would allow the Derby Club to continue operating a gaming parlor at that location.

Schroeder said staff sent notices to 18 surrounding property owners, published a legal ad and verified posting of a sign on the property; she said staff received one inquiry from a neighboring business and that no formal objections were filed. Dusty Korn of WWC Engineering, the applicant’s representative, introduced himself to the commission and offered to answer questions.

Commissioner Windsor moved to send a positive recommendation to City Council on PL 25‑22, Ordinance 22‑96; the motion was seconded and passed on a voice vote.

The planning commission’s recommendation will go to City Council for a public hearing the following week. Schroeder said the city anticipates the council public hearing will be held next Tuesday, with Monday observed as a holiday.
