Planning staff said the existing future land‑use map designates the site as commercial/retail/office, so staff could not formally support an amendment that conflicts with the map. Staff noted, however, that the site historically contained a single‑family residence (now demolished) and that surrounding uses include single‑family and two‑family properties. Staff said the proposed duplex would be compatible with the neighborhood fabric.
If the commission and council approve the change, staff recommended a condition that the owner record a replat with the county before issuance of any building permits to avoid creating three dwelling units on a single lot. Planning staff said the applicant had not been present at the hearing but intends to attend the City Council meeting.
A commissioner moved to close the public hearing on items 5 and 6 and recommend approval per staff recommendations, including the replat condition; another commissioner seconded. The motion passed unanimously.
