County staff reports progress and constraints on Ilium, Pathfinder and other local housing projects
Summary

San Miguel County housing staff gave a monthly update Aug. 20 on a set of local housing projects and planning grants.
Pathfinder: Staff said an MOU and feasibility work remain under negotiation with local stakeholders; the county is awaiting HOA confirmation for participation in at least one case. County staff said they expect continued coordination with San Bernardo and other partners.
Deep Creek: The county submitted a procurement package to the Colorado Department of Transportation; CDOT’s procurement review may take several months, staff said. The county and CDOT remain in back‑and‑forth drafts; the procurement team’s internal review is in process.
Ilium (county site): Project consultants completed geotechnical and rockfall/drainage studies after some drone and fieldwork delays. Key findings: stormwater and debris flows from a private parcel above the county site may require mitigation collaboration with the adjacent property owner (identified as Lance Erskine in staff notes); slope stability and drainage design will inform retaining‑wall and roadwork options (gravity walls and soil‑nail walls were discussed). The consultant also recommended raising the ground floor and incorporating radon‑mitigation strategies (foundation venting and post‑construction testing). Staff said the reports pushed the schedule back about three weeks; the project team is targeting Sept. 12, 2025 to finalize schematic design and a first construction cost estimate.
Other items: staff updated the board on a housing needs assessment submittal to the state Department of Local Affairs and on the local planning capacity grant deliverables and reimbursements. Staff also noted ongoing coordination with the sheriff’s office about the design and potential longer‑term use of on‑site employee housing at the county jail site (initially planned for on‑call/overnight staff).
Why it matters: The Ilium and other projects are county‑led efforts to expand employee and affordable housing; schedule, cost and geotechnical constraints will influence what is feasible and how much mitigation or additional funding may be required.
