Riviera Beach presents $553 million five-year utility capital plan; water plant, well field and crossings highlighted

Riviera Beach city officials presented the proposed FY2026 five‑year capital improvement plan on Aug. 19, focusing on large utility projects including a new water treatment plant, rehabilitation of well fields and several intercoastal pipeline crossings.

The city manager, Jonathan Evans, told the council the package flows from the “reimagine Riviera Beach” initiative and that the city and Utility Special District have prioritized “addressing some of our ailing infrastructure” in the presentation to the board. Chief Financial Officer Randy Sherman summarized the five‑year stacks: about $142.2 million in general‑government projects currently in process and roughly $186 million recommended across five years; on the utility side staff listed about $472 million of projects underway and roughly $552–553 million across the five‑year horizon, which includes financing previously authorized for the water treatment plant.

Why it matters: the utility investments affect drinking‑water treatment, sewer conveyance and storm resiliency across the city and Singer Island. Several projects are already under design or in procurement and carry both construction cost and schedule risk.
