Commissioners award Delta County access‑control expansion under regional homeland security grant

The board voted Aug. 20 to award a contract to complete an access‑control expansion project for Delta County facilities, funded through the 2022 State Homeland Security Grant program for which San Miguel County is acting as the fiscal agent. County staff and regional emergency‑management representatives recommended selecting Bearcom (sometimes referenced as Bearcom/Bearcom) as the contractor at the submitted amount of $114,774.22.

Ramona (county staff) introduced the project and said the contract is part of the state homeland security grant structure that flows through designated regional committees. Chris Stewart, the West All Hazards Region chair and Delta County emergency manager, told commissioners the award closes out a grant project that originally faced over‑budget bids; the scope was revised and re‑bid in July to achieve an amount within the combined FEMA and local funding allocation. “This is a project that we've been working on for a while. This is to close out the 2022 state homeland security grant,” Chris said during his remarks.

A commissioner moved to award the contract and the motion was seconded. The board recorded “Aye” votes and the motion carried. County staff said they will finalize the agreement and return the contract to the board for signature on Sept. 3.

Why it matters: The project is part of an inter‑jurisdictional homeland‑security effort to improve physical security and access controls at county facilities across the region. The county’s role as fiscal agent requires local approval to award the contracted work and manage grant reimbursement.
