Public Interest Counsel reviewed the proposal and recommended publication. Staff noted the rulemaking implements a requirement the transcript described as “section 44 of SB 2 of the 80 sixth Texas Legislature in regular session” as stated in the presentation; the commission opened the proposed rulemaking to public comment and a public hearing process by vote.
