Votes at a glance: Appoquinimink board approves financial reports, grants, contracts and personnel actions

The Appoquinimink School District Board of Education approved a slate of routine and substantive items at its Aug. 12 meeting. All motions reported below passed on voice votes unless otherwise noted.

Minutes and financial reports - Approved the July 8, 2025 board meeting minutes. Motion by Doctor Graham; second by Mr. Higgins; outcome: approved by voice vote. - Approved the June 2025 monthly financial report (final report for the fiscal year) showing combined tax revenue, debt service, tuition and current expense of $87,824,002.34 for the year. Motion by Doctor Graham; second by Mr. Higgins; outcome: approved by voice vote. - Approved the June 2025 internal accounts report; the Financial Advisory Committee requested future internal accounts reports include elementary schools. Motion by Doctor Graham; second by Mr. Higgins; outcome: approved by voice vote.

Grants and position funding - Approved reallocation of the FY2026 Opportunity Grant (state-provided flexible funds) to support pre-K and multilingual-learner staffing and services. Staff said the grant increased slightly to just over $2,000,000 (from about $1.9 million prior year). The FY26 plan funds 10 pre-K teachers and 7 paraprofessionals and supports multilingual learners with 6 teachers and 1 paraprofessional; the district will also fund a language-line service for family interpretation. Motion to approve by Mr. Higgins; second by Doctor Graham; outcome: approved by voice vote.

Financial position and debt - Approved the August financial position report (measure of ability to pay one month of local payroll as of Oct. 15). Staff projected available cash of approximately $6,270,000 versus one month of local payroll of about $4,600,000; the report concluded "no plan is necessary" under current tax timing. Motion by Doctor Graham; second by Mr. Higgins; outcome: approved by voice vote. - Approved conversion of two bond anticipation notes to bonds (no new debt). Staff described two conversions: Series 2025A principal $18,700,798 at 4.09% (installments $935,039.90 per year to 2045) and a 2022-series conversion of $5,424,500 at 2.28% (final payment 2042). Staff said the payments are already funded through the district's debt-service fund and previous referendums. Motion by Mr. Higgins; second by Doctor Graham; outcome: approved by voice vote.

Contracts, bids and field trips - Approved after-school activity-bus bids (all schools received bids; many routes received a single bidder). Motion by Doctor Graham; second by Mr. Higgins; outcome: approved by voice vote. - Approved a set of overnight FFA trips and trainings in September and October, including regional and national competitions and leadership training. Motion by Doctor Graham; second by Mr. Higgins; outcome: approved by voice vote.

Construction and personnel - Approved construction change orders for Redding Middle School, including a roughly $37,000 stormwater item and roughly $70,000 for light-fixture clarifications; staff reported the project remains on budget and on schedule. Motion by Mr. Higgins; second by Doctor Graham; outcome: approved by voice vote. - Approved the August personnel report as presented. Motion by Doctor Graham; second by Mr. Higgins; outcome: approved by voice vote.
