Plat committee approves Pete Cooper Tract A preliminary plat and allows extendable turnaround instead of a closed cul-de-sac

On Aug. 11, 2025, the Kenai Peninsula Borough Plat Committee granted preliminary approval to the Pete Cooper Tract A subdivision (KPB file 2025-098) and approved requested exceptions to KPB block-length and lot-dimension requirements after discussion between staff and the surveyor about future access and emergency turnaround design.
Staff reported the proposal would split a 61.79-acre parcel into two parcels (approximately 10.022 acres and 51.464 acres) and that the surveyor requested exceptions to KPB 20.30.170 (block length) and KPB 20.30.190 (lot dimensions) for tract A/ A2. Staff recommended granting the exceptions and noted findings that support the three-code-standard test for exceptions.
Surveyor Jerry Johnson told the committee he had shown a hammerhead (T-type) turnaround on the drawings and said his intent was to allow future extension of the right-of-way. "That was the reason for making it a hammerhead is now that that would be automatically understood. It's extendable," Johnson said. Staff and Johnson agreed a hammerhead turnaround that is explicitly extendable — and possibly adjusted with radial curves for emergency vehicle access — would avoid the need to vacate a bulb in the future.
The committee moved to grant preliminary approval and to approve the exceptions (citing findings 1–4 in support of the applicable standards). Roll-call votes on the exception and main motion were recorded as: Commissioner England — Yes; Commissioner Morgan — Yes; Commissioner Whitney — Yes; Commissioner Venuti — Yes; Commissioner Gillum — Yes. All motions passed.
Staff said it will note on the final plat the extendable nature of the turnaround and that the applicant remains responsible for half of required dedications where applicable. The preliminary approval is subject to final compliance with KPB code and adoption of staff recommendations.
The committee did not receive substantive public testimony opposing the proposal at the meeting.
