West Adams planned development Brian (planning staff) described the West Adams proposal as a primarily business‑park project of just under 9 acres east of FM 2271 and adjacent to the Lakewood residential neighborhood. Staff recommended approval with conditions tailored to protect neighbors: a 20‑foot vegetated buffer, limiting building height to single story along the residential edge, and a condition prohibiting restaurants where buildings face the neighborhood. Brian said the developer intends to preserve existing trees and to add supplemental landscaping; staff noted the plan incorporates lessons learned from a prior project to the north.
The Planning and Zoning Commission recommendation Brian reported that the Planning and Zoning Commission voted 7‑to‑1 to recommend approval of the planned development, and he said the single opposition was framed as neighborhood‑focused even though few neighbors attended the P&Z meeting.
Hogan Road site‑plan amendment Staff also presented a site‑plan amendment on Hogan Road. The site had been approved under a 2004 planned development for an apartment complex and was later sold; the Church of Jesus Christ of Latter‑day Saints proposes to build a church on the site instead. Staff noted that churches are allowed in most zoning districts and that the applicant would preserve 55% landscaping and retain fencing and screening requirements where appropriate. Staff recommended an exception to interior screening on the west side near a planned greenway, citing safety and sightline considerations.
Why it matters: Staff said the Hogan Road change will replace a proposed multifamily use—which neighbors had opposed—with a church, and the West Adams conditions are intended to protect established neighborhoods by keeping buffers and limiting commercial uses where they abut homes.

Staff also noted that the Hogan Road site‑plan action is administrative in character because the underlying 2004 PD remains in force.
