Council adopts ordinance adding security, zoning limits for firearm and ammunition sales

Seaside’s City Council adopted a municipal code amendment on second reading Aug. 7 that establishes security requirements, operating standards and zoning restrictions for businesses that sell firearms and ammunition.
The ordinance amends Title 5 to give the police chief responsibility to evaluate property security and licensing for firearms retailers. Title 17 zoning changes narrow where firearm and ammunition sales can locate, limiting the use to parts of the city’s southwest commercial corridors (CC and CRG zoning districts) and creating 1,000-foot buffers from parks, schools and licensed childcare facilities. The measure was presented as a public-safety and theft-prevention policy; the staff report said the change is not subject to CEQA under Guideline 15061(b)(3).
No members of the public spoke during the public hearing. On a roll call vote the ordinance passed 4–0 with Councilmember Miller abstaining because he was not present at the first reading. Mayor Oglesby, Mayor Pro Tem Pacheco, Councilmembers Burks and Garcia Arizola voted yes.
What’s next: the ordinance will take effect as provided by law following final posting and will be enforced by planning and police staff through the city’s conditional-use and licensing processes.
Ending: Staff will apply the new standards on permit reviews and work with applicants on security conditions described in the ordinance.
